    “Why did HPB put such an emphasis on these two ideas in her public outreach?”

    Two thoughts come to mind, one is that the subject is quite practical and relevant. Since we generally are immersed and focus on our personal self, these ideas can spark our interest easier than more abstract themes. The other is that when we accept this as a hypotheses, it dramatically would alter our outlook and actions. These two ideas, karma and reincarnation, are good entry point to Theosophy.
